About Me

Born in Jersey in 1970, I was educated at Victoria College and graduated from the European Business School in London, Frankfurt and Paris. Before returning to Jersey, I worked for one of the world’s largest companies in numerous places around the world.

In 1999 I stood for political office St Helier 3/4 and topped the poll. In 2002, I stood in the Senatorial elections and secured first place.

Previous States experience
Whilst I am the youngest Senator, I was vice-president of the Finance and Economics Committee and served on numerous other Committees. In 2003, I took over the Environment and Public Services Committee. In that position, I implemented "Planning Obligations" which has delivered hundreds of affordable housing units. I delivered numerous town improvement projects such as Broad Street Square. I got States agreement to invest in infrastructure. At Environment, I extended RAMSAR and launched the "State of Jersey" report as well as a raft of new environmental initiatives.

Delivering manifesto pledges
Six years ago my 2002 manifesto set out a number of pledges - I have delivered on my promises.

For example:

  • I set up the Jersey Competition Regulatory Authority (JCRA), which now regulates monopolies. The island’s Competition Law has banned cartels and price fixing. These policies have helped to reduce inflation and saved every islander money. Whilst there is more to do, the island is becoming more competitive.
  • The urban Parishes used to suffer from unfair rates. The creation of a commercial rate was my idea. I worked as a team, including the Constables and this unfairness has been done away.
  • Many other of my 2002 policies have made a positive difference.

Minister for Economic Development
Since 2005, I have been the Minister responsible for the economy. Including: tourism, finance, fishing, e-commerce, consumer protection as well as overseeing the Harbours and Airport. Under my leadership the finance industry has prospered. Whilst there are storms hitting financial markets, our world-class industry, having entered new markets, with our significant financial firepower, means we can be confident we will weather the current storm. 

Diversification is important. At Tourism, I have led a reforming team with my Assistant Ministers. Our arrivals are up and we’re seeing the first new hotels opening for a generation.

I have defended our on-line retailers, who are booming. I’ve helped our Fishermen to secure access in Guernsey waters and sell more fish locally.

I have reformed our immigration laws.

I put a focus on skills. Chairing the New Skills Executive, we have opened a new Careers centre in town, as well as setting up graduate work internship schemes. My aim has been to create a society where every islander is given the opportunity and encouragement to reach their full potential.

I have put environmental considerations at the heart of corporate plans, by launching EcoActive:business.

I’ve secured a future for the Battle of Flowers and encouraged the private sector to run a whole range of exciting new events - from the Branchage Film Festival to Ice Rinks. I’ve helped create a vibrant island. 

Future and policies
I am committed to keeping taxes as low as possible and getting better value for money. I believe the States need to be much tougher on spending - at the same time – have a caring commitment to providing excellent services. For example, better use of States’ property would increase efficiency and save millions of taxpayer’s money.

The Comptroller and Auditor General has set out a whole range of long-term savings. I commit to delivering them.

The States Assembly has to be reformed. The rules need to be changed to require better time management.

I understand the States needs to listen and respond more.

Conclusion
